In a letter sent to all staff yesterday, Secretary of Education Miguel Cardona outlined a comprehensive plan to improve Federal Student Aid (FSA) for students, families, borrowers, and schools. This initiative aims to address ongoing management and operational challenges, ensuring that FSA operates more efficiently and effectively. FSA is responsible for servicing and collecting on student loans owed to the government.
The Background: The steps announced yesterday come after several years of significant changes and challenges for FSA. During the past three years, the Department of Education and FSA have made strides in enhancing federal financial aid distribution and protecting borrowers from servicing errors. However, further improvements are necessary to ensure a better user experience and achieve more favorable outcomes for the millions served by FSA.
Key Initiatives:
The Department is taking several steps to enhance FSA’s operations and oversight:
- Leadership Changes: The Department is searching for a new Chief Operating Officer (COO) for FSA to replace Richard Cordray, who resigned earlier this year. This new leader will spearhead efforts to improve management and execution of critical services, with a strong focus on information technology and development. In the interim, Denise Carter has been appointed as Principal Deputy Chief Operating Officer.
- Comprehensive Review: A full-scale review of FSA’s organization, management, staffing, workflow structures, business processes, and operations will be conducted. This review aims to modernize the federal financial aid system and ensure it meets contemporary demands.
- Independent Consulting: An independent consulting firm has been hired to provide recommendations on improving FSA’s design, structure, and processes. This firm will focus on building an updated organizational structure and workflow to enhance FSA’s efficiency and effectiveness.
- Contract and Acquisition Review: The Department is reviewing its contracts and acquisition procedures to ensure they hold vendors accountable for meeting key deadlines and achieving desired outcomes. This review is intended to provide the best value to the agency and protect taxpayers’ resources.
- IT Innovation Team: A new IT innovation team will be created to lead the digital transformation of FSA. This team will recruit top engineers, project managers, and designers to bring critical expertise and strengthen FSA’s information technology capabilities.
- Stakeholder Engagement: The Department will seek input from the Office of the Inspector General (OIG) and engage Members of Congress to ensure comprehensive improvements. Additionally, the Department will continue its outreach efforts to parents, students, colleges, and community organizations, conducting listening sessions this summer to gather feedback and drive program delivery improvements.
