USPS Clarifies Postmark Rules as Processing-Based Dating Takes Effect

The U.S. Postal Service has finalized a rule clarifying how postmarks are applied, confirming that the date shown on a postmark reflects when a piece of mail is first processed at a postal facility, and not when it is dropped in a mailbox or handed over at a post office counter. The clarification, which took effect in late December, comes as the agency continues to modernize and consolidate its mail-processing network.

For decades, postmarks have been widely treated as evidence that a deadline was met, whether for tax filings, bill payments, legal notices, or other time-sensitive correspondence. Under the new Domestic Mail Manual section 608.11, the Postal Service emphasizes that postmarks have always been tied to processing events rather than acceptance, but acknowledges that the gap between mailing and postmarking is likely to grow more common as processing becomes more centralized.

The change reflects operational realities created by USPS consolidation and transportation changes. Mail deposited locally may now travel to regional processing hubs before being cancelled and postmarked. As a result, a letter dropped in a mailbox on a given day could receive a postmark dated one or more days later, depending on transportation schedules and processing timelines.

USPS has stressed that the rule does not alter how postmarks are applied in practice, but instead formalizes and explains existing procedures. The agency also reiterated that customers who need proof of the date the Postal Service accepted possession of a mailpiece can request a manual, hand-applied postmark at a retail counter at no additional charge. Other options include certified mail, registered mail, or a certificate of mailing, each of which provides documentation of acceptance.

The clarification arrives alongside other USPS changes scheduled for 2026. While the First-Class Mail stamp rate remains $0.78 for the first ounce, shipping services are set to increase on January 18, with hikes ranging from about 5% to nearly 8%, depending on the service.
